Abstract

The PUSPAGA program, also called the Family Learning Center, is a child rights-based one-stop service provided by psychologists and professionals who help parents, children and families find solutions or ways out of their problems as they face the first steps of prevention. This research aims to describe and analyze the implementation of the PUSPAGA (Family Learning Center) Program as an Effort to Prevent Child Violence in the City of Surabaya to realize gender equality without violence against children. The Surabaya city government created PUSPAGA to educate parents and prospective parents about how to prevent violence in the family. This study uses implementation theory according to George Edward III, which states that there are four indicators of implementation. This research uses a qualitative approach. Data collection techniques used in this research include observation, interview and documentation methods. Data analysis techniques are carried out using four main things, namely data collection, data reduction, data presentation and drawing conclusions/verification. The research results show that the PUSPAGA program has demonstrated excellent implementation quality during its implementation and is in accordance with the Surabaya City DP3APPKB Standard Operating Procedures (SOP). Good communication between the various organizations involved during the program also makes it easier to coordinate interrelated activities during the implementation process. According to the community, this program can help parents prevent violence by increasing their awareness as parents.
