Abstract

This research aims to analyze how governance in the development of community-based tourism villages in Hendrosari Village, Menganti Subdistrict, Gresik Regency, which is based on five governance process models according to Anshell and Gash theory (2007). The Five Governance Process Models by Anshell and Gash (2007) include: Face to Face Dialogue, Trust Building, Commitment to process, Share Understanding, and Intermedite outcome. This research is a qualitative research approach. This research was obtained from primary data sources and secondary data. The data sources were obtained from data collection techniques in the form of observation, interviews and documentation. The data will then be analyzed into data presentation, data reduction, data presentation and data withdrawal or conclusions. The findings of this study indicate that governance in the development of community-based tourism villages in Hendrosari Village, Menganti District, Gresik Regency has been carried out quite effectively. This is evidenced by the stage of the governance process that has been carried out in the Tourism Village “Edu Wisata Lontar Sewu” Stakeholders can trust each other regarding the objectives of developing this “Edu Wisata Lontar Sewu” tourist village. So that from this, there is an achievement of results at the time of governance by increasing the number of visitors and the amount of income each year. From this, the community can utilize the potential around them to increase the economic value of the community and reduce unemployment. However, there are still several obstacles in the governance process in the development of this tourism village, where face-to-face dialog between stakeholders in the governance process is not optimal. This is because some of the stakeholders still have not provided public awareness through socialization. The second obstacle found in the commitment stage of the process of tourism village governance is in the human resources. This is because the community does not really believe that there will be benefits in this tourist village and some people feel burdened during the process of developing this tourist village when it has not been realized directly to the community.
