Abstract

The aim of this research is to determine the implementation of the Regional Development Control and Evaluation Planning Program (Rendalev) at the East Java Province Regional Planning and Development Agency in 2022, and to determine the driving and inhibiting factors for the Implementation of the Regional Development Control and Evaluation Planning Program (Rendalev) at the Planning Agency and Regional Development of East Java Province in 2022. Using qualitative descriptive research methods, with data collection methods obtained from field observations, interviews with several informants from the Head of Division, Head of Sub-Division, to staff. Then study the literature obtained from various regulations, as well as documentation. The results of the research are the implementation of the planning program in the Rendalev Sector which has been implemented using the 6 (six) Van Meter Van Horn category approach in accordance with Minister of Home Affairs Regulation Number 90 of 2019. However, in preparing the RKPD, implementation at several stages was not according to schedule due to development dynamics, However, the determination of the RKPD never exceeds the time stipulated in Minister of Home Affairs Regulation Number 86 of 2017 Article 90 Paragraph 3, namely the second week of April. The inhibiting factor is the diversity of understanding, perception and background of each employee giving birth to points of view in each discussion/discussion forum. The second obstacle is that variations in the volume and target level of work difficulty cause varying completion times, also due to the capacity of employees in a work unit. The supporting factors are the implementation of satisfactory programs that are in accordance with the Strategic Plan and RPJMD, as well as creating a harmonious work environment, so that it can have a good influence on work in the Rendalev Bappeda Sector of East Java Province.
