Abstract

Improving efficiency and transparency is pursued through Presidential Regulation of the Republic of Indonesia Number 95 of 2018 on Electronic-Based Government System (SPBE). This research responds to this commitment by focusing on the evaluation and development of the Information System Service of the Public Information and Documentation Service (PPID) of the Health Department of East Java Province using the SPBE security standards. The main objective is to develop this service using the Prototyping method and guidance from the Technical Standards and Security Procedure of SPBE, implementing it through the Laravel framework. The research process begins with problem analysis, followed by observation and interview techniques. Literature studies are conducted to refer to journals as guidelines in the development of the PPID information system service. Evaluation of this service is carried out to produce development recommendations. The implementation phase involves the Prototyping method with the application of indicators from the technical standards and security procedures of SPBE. After going through the development stages, the results of the system testing using the Penetration Testing method reveal that this service has 9 vulnerabilities on the website, with 2 at a medium risk level and 7 at a low risk level. These findings indicate that the development stages applying security standards for electronic-based government system applications are progressing quite well. Nevertheless, it is essential to consider the improvement recommendations obtained from the OWASP ZAP tool for the continuous development needs of the system. It is hoped that this development will contribute positively to enhancing the effectiveness, integration, sustainability, efficiency, accountability, interoperability, and security of the PPID Information System Service of the Health Department of East Java Province, while also supporting the principles of transparency and efficiency in the context of governance.
