Abstract

Every parent wants their child to be born in good health and without physical or mental disabilities and the presence of children in a family is considered a joyful event, and it is believed that children have an important role in the long-term success of a marriage. However, each child's physical growth is different, nutrition plays an important role in developing quality human resources so optimal nutrition is very important for brain development and encouraging healthy physical growth. The government has a responsibility to involve itself in efforts to prevent and overcome stunting, either through effective nutrition programs, nutrition education, or other measures that focus on more vulnerable population groups so as to make a significant contribution to improving the health conditions and welfare of the community. Indonesia is one of the countries with the highest stunting rate in Asia. This research aims to determine the government's responsibility for cases of malnutrition/stunting as well as the goverment's role in relation to stunting cases. The research in this thesis uses the Normative Juridical method with a statutory approach and a conceptual approach. The State's responsibility in handling stunting is in accordance with Law Number 18 of 2012 concerning Food. where the State is obliged to realize the availability and fulfillment of adequate, safe quality and nutritionally balanced food consumption, both at the National and Regional levels, evenly throughout the territory of the Unitary State of the Republic of Indonesia. As well as the role of the government as stated in Presidential Decree Number 72 of 2021 where each provincial government, regional government and village government has a role in cross-sector collaboration to implement, monitor and evaluate the Accelerated Stunting Reduction program.
