Abstract

One Village One CEO is a one village one manager program concept to build a prosperous village initiated by the Bogor Agricultural Institute and the West Java Provincial Government and developed in East Java Province since 2022. The main focus is in the form of villages that will be improvised on managerial skills, the development of villages that have developed to become advanced, while those that have developed become independent villages. In other words, in East Java Province, there are no more underdeveloped villages since 2021 and East Java is the province with the highest village development index based on the Ministry of Villages. But even so, basically there are still various obstacles and challenges at the village grassroots regarding the initiation of the development of the program. The purpose of this study is to analyze the role of DPMD East Java Province in the One Village One CEO (OVOC) program plan in East Java Province. The method used is in the form of qualitative descriptive research methods with a case study approach. The results of the research show that in the context of the role, planning and implementation of OVOC have been running in real terms and showing significant results such as increasing the number of independent villages, increasing economic statistics, changing the paradigm that previously only guided empowering and being self-sufficient, to make a positive contribution to the performance of regional institutions in East Java in achieving the goal of people's welfare. In the pattern of institutional involvement, the initial initiation regarding OVOC by the East Java Provincial Government was attended by several institutions under the leadership of the East Java Provincial Government including the East Java Provincial DPMD, the East Java Provincial Culture and Tourism Office, and the East Java Province Cooperative and MSME Office. The Plantation Service, the Head of the Agriculture Service, the Head of the Marine Service to the Head of the Livestock Service Office of East Java Province. In their journey, these institutions carry out specific functions about local potential and carry out facilitation for the community and business circles in the area.
