Abstract
This research is entitled "Implementation of Direct Child Adoption Policy in Improving Children's Social Welfare in East Java (Study at the East Java Provincial Social Service)". This research is motivated by the author's interest in the Direct Adoption Policy in East Java which aims to improve the social welfare of children where the community also participates in this policy. The theory used in this thesis is Van Meter and Van Horn Policy Implementation Theory (1975) which sees the success of Policy Implementation of a policy from 6 variables, namely: Policy Standards and Measures, Resources, Characteristics of Implementing Agents, Communication, Attitudes of Implementers, Economic, Social, and Political Environment. The method used is a qualitative method, which interprets the process that takes place in the Implementation of the Direct Adoption Policy in East Java, the research uses a descriptive approach. The results of this study show that the Implementation of the Direct Child Adoption Policy in East Java has run well and optimally which has met existing regulations, although there are still implementations that have not run well such as social conditions that have not adjusted the requirements and procedures that are in accordance with existing regulations.
