Abstract

Model kebijakan setiap Wali Kota maupun Bupati memiliki ciri khas tersendiri, unik untuk diteliti sebagai gambaran kepemimpinan publik. Sementara itu kebijakan yang dilakukan oleh Wali Kota Blitar dirasa tepat pada sasaran dan bermanfaat bagi pembangunan yang ada di Kota Blitar. Selain itu Wali Kota Blitar memiliki prestasi dalam mengelola APBD, dan pengelolaan APBD ini lebih terkenal dengan APBD Pro Rakyat Bidang Pendidikan. Prestasi Wali Kota Blitar selama memimpin Kota Blitar dapat sebagai acuan kebijakan pemerintah di kabupaten dan kota lain sebagai referensi dalam mengeluarkan kebijakan publik. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis mengenai Implementasi Kebijakan APBD Bidang Pendidikan di Kota Blitar. Serta untuk mengetahui dan menganalisis model implementasi kebijakan APBD Bidang Pendidikan di Kota Blitar. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif. Sedangkan jenis penelitian yang digunakan adalah case study atau studi kasus. Studi kasus yang dirumuskan oleh Robert K. Yin, merupakan sebuah metode yang mengacu pada penelitian yang mempunyai unsur how dan why, pada pertanyaan utama penelitiannya meneliti masalah-masalah kontemporer (masa kini) dalam kehidupan nyata. Hasil penelitian disertasi ini menyimpulkan bahwa temuan pada penelitian ini yaitu dalam implementasi kebijakan APBD Bidang Pendidikan Di Kota Blitar menggunakan keadilan distributif yang artinya yaitu suatu tatanan masyarakat (negara) harus membagi segalanya dengan cara yang sama kepada setiap warganya. Keadilan distributif dalam pengertian lain adalah keadilan sekedar membagi. Konsep keadilan distributif yaitu Anggaran APBD Bidang Pendidikan disalurkan kepada Pemerintah Kota Blitar kemudian disalurkan lagi kepada Dinas Pendidikan yang kemudian diberikan kepada seluruh siswa Kota Blitar secara sama rata tanpa meninjau apakah siswa tersebut termasuk golongan menengah ke atas atau menengah ke bawah. Berdasarkan hasil penelitian saat ini masih menitik beratkan pada akses pendidikan belum pada mutu dan tata kelola, serta masih bertumpu pada keadilan distributif. Konsep yang diterapkan dalam model implementasi dalam konsep keadilan kumulatif dalam APBD Pro Rakyat dapat digunakan untuk membantu pelajar secara tepat. Sedangkan rekomendasi dari hasil penelitian diatas lebih baik pemerintahan Kota Blitar selain tetap fokus pada akses tapi perlu peningkatan mutu dan tata kelola, serta mengedepankan asas keadilan komulatif. Meanwhile, the policies carried out by the mayor of Blitar are considered right on target and beneficial for the development of Blitar City. In addition, the mayor of Blitar has achievements in managing this APBD, and the management of this APBD is better known as Budget of APBD for Education. The achievements of the Mayor of Blitar while leading the Blitar City as a reference for government policies in other districts and cities as a reference in issuing public policies. The purpose of this study is to find out and analyze the implementation of the Regional Budget Policy for Education in Blitar City, and to find out and analyze the implementation model of the Regional Budget for Education in Blitar City. The approach used in this research is qualitative. While the type of research used is a case study. The case study formulated by Robert K. Yin, is a method that refers to research that has elements of how and why, the main research question is examining contemporary (present) problems in real life. The results of this dissertation research conclude that the findings in this study are in the implementation of the APBD policy for Education Sector of the Blitar City government together with the Education Office in terms of implementing the Education Sector APBD using distributive justice, which means that a society (the state) must share everything in the same way to every citizen. Distributive justice in another sense is justice to divide. The concept of distributive justice is that the Education Sector APBD budget is distributed to the Blitar City Government and then distributed again to the Education Office which is then given to all Blitar City students equally without reviewing whether the students belong to the upper middle class or lower middle class. Based on the results of current research, it still focuses on access to education, not on quality and governance, and still relies on distributive justice. While the recommendations from the results of the research above, it is better for the Blitar City government to not only focus on access but also in line with improving quality and governance, and put forward the principle of comulative justice.
