Abstract

Cost, performance and time are the major constrain resources in project execution or project implementation. The important action to find project objective with limited resources are planning, scheduling and controlling. “ Earned Value “ concept is a method to integrated project cost and project schedule controlling. This method informed the project performance in period reporting and to predict the total project cost completion and the project time completion based on performances indicator reporting. On development of New Construction of UNTL Administration and Logistic Building in Dili, Timor Leste, information obtained when reporting in the first month to the 15th month, the Planed Value / PV = $ 536.638.8 USD, Earned Value / EV = $ 593.650.65 USD and Actual Cost / AC = $ 606.850.65 USD. Based on the first six month analysis, that is the amount value of ACWP (actual cost of work performed) amounting $ 606.850.65, while the progress of works minus 4% the meaning ACWP just realized amounting to $ 214.445.42 USD. BCWP (budgeted cost of work performed), and BCWS (budgeted cost of work scheduled) from research to evaluation at month six with the progress of the cumulative implementation plan of 40.34% amounting to $ 239.463.42, while the meaning of work progress minus 4%. Amount of the planned budget based on the actual work that has been completed cannot be utilized optimally. SPI amounting to 0.39 indicates that the job performance is lower than the target.
