Abstract

This study was conducted to analyze the implementation of Occupational Safety and Health (OSH) in the Health Science Building construction project at Universitas Airlangga Campus A. The methods applied in this research were Hazard Identification, Risk Assessment, and Risk Control (HIRARC) combined with the Fishbone Diagram to identify potential hazards, determine risk levels, and analyze the main causes of occupational risks. This study employed a descriptive qualitative approach using a case study method. The research data were collected through direct field observations, interviews with project personnel, and analysis of documents related to OSH management. The results showed that most work activities were classified as having moderate to high risk levels, particularly work performed at heights and activities involving mechanical equipment. The main factors contributing to occupational risks were human factors, work methods, and inadequate supervision. Based on the Fishbone Diagram analysis, human factors and work methods were identified as the dominant causes of workplace accidents in the construction project. The implementation of OSH in the project was supported by a budget allocation of 5.27% of the total project contract value. The allocated budget was utilized for the procurement of personal protective equipment (PPE), occupational safety training, field inspections, and OSH administration. Risk control efforts were carried out through the implementation of Standard Operating Procedures (SOPs), improved workplace supervision, and enhancement of safety training systems to minimize the potential for workplace accidents during project execution.
