Abstract
This study discusses the implementation of the Zero Waste Village Program in Sukolilo District, Surabaya City, with a case study at Rejisih Waste Bank Unit in Menur Pumpungan. This program is a community-based waste management effort that aims to reduce waste from its source through sorting, weighing, recording, and selling recyclable dry waste with economic value. This research uses a descriptive qualitative approach, with data collected through interviews, observation, and documentation. The analysis applies George C. Edward III’s policy implementation theory, which consists of four variables: communication, resources, disposition, and bureaucratic structure. The results show that the implementation of the Zero Waste Village Program at Rejisih Waste Bank has been carried out, but it has not yet been fully optimal. In terms of communication, program information has been delivered through socialization, coordination, community meetings, WhatsApp groups, flyers, and direct communication, although public awareness of waste sorting remains uneven. In terms of resources, Rejisih Waste Bank already has managers, customers, weighing equipment, savings books, and work mechanisms, but it still faces limitations in operational funds, supporting tools, storage space, and organic waste management. The disposition of implementers is relatively positive because the managers and some community members show commitment to environmental cleanliness. The bureaucratic structure has also been established through legal status, task division, and coordination with related parties, although monitoring and waste collection mechanisms still need to be strengthened.
