Abstract

Halte Transit Point Bus Trans Jatim di dalam Terminal Purabaya saat ini mengalami penurunan mutu pelayanan, yang diindikasikan oleh over capacity, dan timbulnya konflik keselamatan (hazard) akibat aktivitas transit antar moda di dalam terminal. Tujuan dari penelitian ini adalah untuk mengevaluasi kelayakan fasilitas halte Transit Point Trans Jatim berdasarkan Standar Pelayanan Minimum (SPM) yang didasari oleh Peraturan Menteri Perhubungan RI Nomor 10 Tahun 2012. Dan menganalisis kelayakan biaya untuk peningkatan fasilitas halte demi keberlanjutan layanan. Metode penelitian yang digunakan adalah deskristif kuantitatif. Menganalisis kelayakan fasilitas halte menggunakan metode Importance Performance Analysis (IPA) dan kelayakan biaya menggunakan parameter Net Present Value, Internal Rate of Return, dan Benefit-Cost Ratio untuk menguji kelayakan solusi pengembangan halte. Selain itu dilakukan penyebaran kuesioner kepada 105 responden. Hasil penelitian menunjukkan bahwa sebagian fasilitas halte Transit Point Trans Jatim belum memenuhi standar yaitu pada kuadran I ada 6 (enam) atribut yaitu adalah E1 Ruang khusus untuk kursi roda (Kesetaraan), F2 Informasi waktu kedatangan bus (Keteraturan), C3 Fasilitas kebersihan (Kenyamanan), B1 Ketersediaan rambu (Keselamatan), A3 Informasi gangguan keamanan (Keamanan), dan C5 Fasilitas kemudahan naik/turun penumpang (Kenyamanan). Berdasarkan analisis kelayakan biaya menunjukkan bahwa usulan pengembangan halte dinyatakan layak secara finansial dan ekonomi. Hal ini didukung oleh nilai NPV yang positif, BCR > 1 dan nilai IRR yang jauh melebihi Discount Rate yang ditetapkan
