Abstract

This research aims to describe the role of Village-Owned Enterprises (BUMDes) in empowering the community of Panggung Village, Sampang District. BUMDes, as the implementation of Law No. 6 of 2014, functions to manage local economic potential independently in order to improve the welfare of village residents, This study employs a descriptive qualitative approach using data obtained from interviews, observations, and documentation. The data were analyzed based on empowerment indicators proposed by Chambers (1997), including participation, empowerment, equity and inclusion, and sustainability. The results show that BUMDes in Panggung Village plays an important role through five main business units: cattle farming, savings and loan services, catfish farming, chicken farming, and tent rental services. The community is actively involved in planning and implementing activities. BUMDes enhances community capacity through training, mentoring, and job creation. Business opportunities are provided without discrimination, including for economically disadvantaged groups. Business sustainability is reflected in the increase of community income and Village Original Revenue (PADes), as well as efforts to maintain the productivity of business units, The study concludes that BUMDes still faces several challenges, such as limited human resources, suboptimal management, and the underutilization of village potential. Overall, BUMDes in Panggung Village functions as an economic and social driving force that promotes community independence and welfare.
