Abstract

Road infrastructure development is a strategic factor in improving community mobility and regional economic growth. Lamongan Regency, as an area with high transportation activity, faces serious issues related to road damage, where 44.86% of road segments are recorded in damaged condition. The Lamongan Regency Government responded to this problem through the Jalan Mantap dan Alus (JAMULA) Program, launched in 2021 as an effort to accelerate road infrastructure improvement. However, the implementation of this program has received wide public criticism and extensive media coverage due to slow progress, limited transparency, and low public participation. Therefore, this study aims to analyze the Collaborative Governance process in the implementation of the JAMULA Program using the theoretical framework proposed by Ansell and Gash (2008), which consists of five key indicators: Starting Conditions, Institutional Design, Facilitative Leadership, and Collaborative Process, Intermediate Outcomes. This research employs a qualitative descriptive approach, using interview, observation, and documentation techniques conducted with the Public Works and Bina Marga Office, Regional Financial and Asset Management Agency (BPKAD), village heads, project contractors, and local communities. The results are expected to illustrate how collaboration among government actors, the private sector, and the community can effectively support road infrastructure improvement that is targeted and sustainable. The findings of this study are also expected to provide strategic recommendations to strengthen public participation, enhance budget transparency, and improve inter- agency coordination to realize more responsive, accountable, and collaborative road infrastructure governance.
