Abstract

The evaluation of the operational hours policy is an effort to assess the extent to which the regulation limiting the operating time of heavy vehicles as stipulated in Gresik Regency Regional Regulation Number 9 of 2020 Article 5 Paragraph 2(d) concerning the operational hours of freight transportation on urban road networks has been able to reduce traffic congestion in Gresik Regency. The evaluation results indicate that this policy has contributed to decreasing traffic density during peak hours by restricting the movement of large trucks, which have long been one of the main causes of traffic slowdowns. However, the policy’s effectiveness is still hindered by several challenges, such as low compliance among truck drivers with the operational hour rules, weak on-site supervision, limited enforcement facilities such as CCTV and control posts, and insufficient socialization to drivers and industry actors, leading to frequent violations.
