Abstract

Public service compliance score of Gresik Regency based on the 2023 assessment of the Indonesian Ombudsman, where Gresik ranked last out of 38 regencies/cities in East Java with a score of 57.65. Specifically, the Education Office obtained the lowest score (36.41) compared to other agencies, especially in the aspect of student transfer services. Problems found include weak implementer competence, limited infrastructure, unclear service procedures, long completion times, minimal services for vulnerable groups, and suboptimal complaint management. This study aims to analyze how public value is applied in elementary/junior high school student transfer services at the Gresik Regency Education Office. The theoretical basis uses the concept of public value from Mark Moore through a strategic triangle that includes legitimacy and support, operational capacity, and substantial value. The research method used is qualitative with a focus on student transfer services, using primary data from interviews. and observations, as well as secondary data from Ombudsman reports, the Education Office, and official documents. The research results indicate that student transfer services in Gresik do not fully reflect public value. In terms of legitimacy, there is a legal and regulatory basis, but public support remains low due to poor service quality.
