Abstract

The Gresik District Government strives to improve services to the community, especially in health services. In 2022 the Gresik Regent inaugurated a new program, namely Universal health Coverage (UHC) to ensure that every citizen has fair and equitable access to quality health services at an affordable cost. In addition, this program aims to eliminate barriers to accessing health services, improve service quality, and expand the scope of health insurance participation so that all residents in Gresik Regency are protected without exception.The purpose of this study is to determine the implementation of the Universal Health Coverage (UHC) program using a street level bureaucracy approach that focuses on street level bureaucrats who interact directly with the community in providing health services. This study adopted a qualitative research method using primary and secondary data sources. Data were obtained through collection techniques including observation, interviews, and documentation. The result of this study is that the implementation of the Universal Health Coverage (UHC) program has been running well and is in line with Regent Regulation Number 60 of 2022. This program also has a positive impact on the community as indicated by the high achievement of health insurance participation in Gresik Regency from year to year.
