Abstract

The revitalization of the people's market in the city of Surabaya is a strategic policy of the government in increasing the competitiveness of the traditional market in the midst of the rapid development of the modern market. This policy regulates the improvement of market infrastructure, modernization of management systems, technology integration, and empowerment of traders to be able to adapt to changing times. This revitalization program is carried out based on Surabaya City Regional Regulation Number 1 of 2023 and Amendment to Guardian Regulation Number 51 of 2023 as a legal basis. The implementation of revitalization has been carried out in a number of markets such as Pasar Kembang, Pasar Keputran Utara, and Pasar Nambangan. The results show an increase in merchant turnover, visitor comfort, and a more modern market image. However, the implementation of this program still faces obstacles such as budget limitations, slow auction processes, and lack of involvement of traders in the planning process. In general, this revitalization policy contributes greatly to strengthening the local economy and improving the quality of the people's market. With strong regulatory support and synergy between agencies, this program is expected to be able to create a more orderly, competitive and sustainable people's market.
