Abstract

Penelitian ini bertujuan untuk menganalisis strategi komunikasi yang diterapkan oleh Komisi Pemilihan Umum (KPU) Kota Surabaya dalam meningkatkan partisipasi masyarakat dalam Pilkada 2024, khususnya menghadapi adanya kolom kosong. Penelitian ini juga mengidentifikasi faktor-faktor yang mempengaruhi efektivitas strategi tersebut. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara dengan petugas KPU, pemilih, dan pengamat politik, serta analisis dokumen terkait strategi komunikasi KPU Surabaya. Hasil penelitian menunjukkan bahwa KPU Surabaya menggunakan berbagai saluran komunikasi, baik media konvensional seperti baliho dan spanduk, maupun media digital seperti media sosial dan aplikasi mobile untuk mengedukasi masyarakat mengenai hak pilih mereka dan pentingnya berpartisipasi dalam pemilu. Selain itu, faktor-faktor yang mempengaruhi efektivitas strategi KPU Surabaya meliputi pemahaman masyarakat, akses terhadap informasi, kepercayaan publik terhadap KPU, dan keterlibatan media dalam menyebarluaskan informasi. Penelitian ini diharapkan dapat memberikan kontribusi bagi upaya peningkatan partisipasi pemilih, khususnya dalam menghadapi kolom kosong dalam Pilkada 2024.
