Abstract

This study aims to analyze the communication strategy implemented by the General Election Commission (KPU) of Surabaya to increase public participation in the 2024 Regional Election, specifically in the face of the empty column. The study also identifies the factors influencing the effectiveness of these strategies. The research uses a descriptive qualitative method with a case study approach. Data was collected through interviews with KPU officers, voters, and political observers, as well as document analysis related to KPU Surabaya's communication strategies. The results show that KPU Surabaya utilizes various communication channels, including conventional media such as billboards and banners, as well as digital media such as social media and mobile applications to educate the public about their voting rights and the importance of participating in the election. Furthermore, the factors influencing the effectiveness of KPU Surabaya’s strategy include public understanding, access to information, public trust in the KPU, and media involvement in disseminating information. This study is expected to contribute to efforts to increase voter participation, especially in facing the empty column in the 2024 Regional Election.
