Abstract

This study examines the organizational communication pattern in decision-making regarding broadcast content policy violations at KPID East Java. Organizational communication is defined as the process of exchanging information and meaning among organization members to achieve common goals. The objectives of this research are to describe and analyze the decision-making communication patterns at KPID East Java related to broadcast content policy violations, identify factors influencing the weak enforcement of sanctions, and analyze internal communication barriers contributing to the weak enforcement of these sanctions. Using systems theory to understand the interactions between organizational components, this research applies qualitative methodology to analyze the phenomenon in depth within a real-world context. The analysis results show that KPID East Java implements a star communication pattern characterized by information decentralization, collective decision-making, flexible information flow, and quick response. This pattern aligns with KPID's "collective-collegial" system, enabling the organization to be responsive to the public, efficient in processes, and maintain a collective nature in decision-making regarding broadcast content policy violations.
