Abstract

The high percentage of smoking has encouraged the establishment of policies regulating smoke-free areas in the city of Surabaya as a control effort set by the Surabaya City Government. To overcome this problem, the Surabaya City Government issued Surabaya City Regional Regulation Number 2 of 2019 concerning Smoke-Free Areas and Surabaya Mayor Regulation Number 110 of 2021 concerning Guidelines for the Implementation of Surabaya City Regional Regulation Number 2 of 2019 concerning Smoke-Free Areas. The purpose of this study was to determine and analyze the implementation of the smoke-free area policy on public transportation (Lyn) in the city of Surabaya. The theory used in this study is the policy implementation model theory proposed by Donald S. Van Meter and Carl E. Van Horn. The method used in this study is a descriptive qualitative research method with data collection techniques through observation, interviews, and documentation. The results of this study are that the implementation of the smoke-free area policy on public transportation (Lyn) is still not effective, of the six indicators of the policy implementation theory by Donald S. Van Meter and Carl E. Van Horn only 2 (Communication and Social, Economic, and Political Environment) are running out of 6 indicators that influence the implementation.
