Abstract

The quality of public services in the city of Surabaya is getting better. The city government continues to strive to improve services to the community, especially population administration services. In 2021, the Surabaya City government inaugurated a new program for public services, namely the Program for Offices in RW and RT Halls to increase community participation in managing population administration to make it more effective and efficient. This research discusses the evaluation of the office-based program at RW and RT Halls as an effort to increase community participation in Administering Population Administration in the City of Surabaya. The aim of this research is to describe and analyze the Evaluation of the Program for Offices in RW and RT Halls as an Effort to Increase Community Participation in Population Administration Management in the City of Surabaya. The theory used in this research uses Stufflebeam and Coryn's CIPP model evaluation theory. The method used is descriptive qualitative with an observation, interview and documentation approach. The results of this research are that the implementation of the office-based program at RW and RT centers has gone well and the processing of population administration documents has experienced a significant increase, this is based on program evaluation indicators, namely context, input, process and product.
