Abstract

Health services in Indonesia are running well, but still face various problems. According to the Founder and Chairman of the Center for Healthcare Policy and Reform Studies (Chapters) Indonesia, the main obstacle is connectivity, especially in remote areas. With equal connectivity, people can more easily and cheaply access health services. The second problem is regulatory clarity. Based on a survey from Deloitte Indonesia, Bahar, and Chapters, 15.6% of users are still dissatisfied with digital health services because they are worried about data security and the lack of regulations regarding drug delivery. Ineffective communication between doctors and patients is also an obstacle. The Government needs to create innovations in health services to overcome this problem. One of the Government's innovations in the health services sector is E-Health, an information technology-based application related to public health services. Until 2018, the implementation of E-Health has provided great benefits by providing fast, effective and efficient access to services. E-Health is expected to help the Government in public health programs and reform health services. With E-Health, Indonesia can have valid population health history data, improve the quality of health services, save time, facilitate access, and reduce costs for people outside the city, without having to go to the capital or abroad. However, the implementation of the E-Health program in Surabaya is still not optimal, especially for residents who do not use gadgets and who have low educational backgrounds. The author is interested in researching E-Health as a Government health service innovation using Dynamic Governance theory through the Think Ahead, Think Again, and Think Across thinking models. This research aims to understand how the E-Health program adapts to the culture and capacity of the Government and residents of Surabaya, especially in the Sukolilo District health centers, namely Menur, Klampis Ngasem, and Keputih health centers.
