Abstract

Program Keluarga Harapan (PKH) is an initiative aimed at providing cash assistance to impoverish and vulnerable families, with the goal of alleviating their economic burdens and improving access to education and healthcare. The implementation of PKH in Semampir District continues to face several challenges, necessitating deep understanding and appropriate actions for improvement. This study aims to investigate and analyze the implementation of PKH in enhancing community welfare in Semampir District, Surabaya. The research adopts the implementation theory proposed by Van Meter and Van Horn as its main theoretical framework, utilizing qualitative descriptive methods including observation, interviews, and documentation. Findings indicate that PKH in Semampir has significantly contributed to improving community welfare. Field analysis reveals that PKH standards and objectives, as per PERMENSOS number 1 of 2018, have been achieved through comprehensive implementation. Verification by PKH facilitators ensures targeted assistance, positively impacting educational and healthcare access for beneficiary families. Resource allocation, such as distribution facilities via banks and post offices, supports program effectiveness despite budget constraints. Technical training provided by the Ministry of Social Affairs has also played a crucial role in successful implementation. Despite external challenges like high poverty rates and limited political support, PKH has notably reduced economic burdens for impoverished families. Therefore, PKH in Semampir not only achieves its objectives but also delivers significant direct benefits to the community
