Abstract

As one of the Metropolitan Cities and the center of government in the East Java Province region, the City of Surabaya certainly has a fairly high level of community mobility compared to other cities. One of the common problems that often occurs in urban areas is parking problems which are caused by the large number of vehicle owners owned by the public. Problems related to parking in the Surabaya City area consist of illegal parking and also illegal fees carried out by unofficial parking individuals from the government. Illegal parking causes traffic jams, disrupts road access, inconveniences road users, and disrupts the beauty of the city because it is obstructed by vehicles parked in inappropriate parking spaces. The aim of this research is to evaluate parking management policies in minimizing illegal parking in the City of Surabaya in Surabaya City Regional Regulation No. 3 of 2018. The theory used in this research is William N. Dunn Policy Evaluation theory. The research method used is a qualitative descriptive research method. The research results show that the policy is working quite well, but there are still many people who do not understand the contents of the regional regulations. The government needs to pay close attention and understand what obstacles the community faces, optimize the use of parking lots and also reduce the number of illegal parkers as well as provide education and outreach to the public about the importance of parking vehicles in proper parking lots to ensure orderly traffic.
