Abstract

Empowering MSMEs is the government's focus to improve the community's economy by creating jobs and reducing poverty. Based on Law Number 20 of 2008 concerning MSMEs, this empowerment aims to create a balanced and just national economic structure. This research aims to evaluate the effectiveness of the MSME empowerment program in Petemon Village, Surabaya, in improving the economy of the local community. This research uses a qualitative approach with data collection techniques through interviews, observation and documentation. The focus of the research is on evaluating MSME empowerment policies, the characteristics of MSMEs in Petemon Village, and the challenges faced by MSME actors. The results of this research, Petemon Village has 202 active MSMEs with various types of businesses such as culinary, grocery stores and credit counters. There is collaboration between the Cooperative and Subdistrict Services in supporting MSMEs. The informants consist of MSME actors who have received assistance and training from the government. The MSME empowerment program has proven effective in increasing people's income and quality of life. However, there are obstacles such as low market share and difficulties in accessing capital. The government has provided various supports such as training, financial assistance, and facilitation of intellectual property registration for MSMEs. The conclusion of this research is that the sub-district government needs to improve communication with MSME actors to monitor and evaluate empowerment programs. There needs to be more effort in developing the market for MSME products. This research shows the importance of empowering MSMEs in the local economy.
