Abstract
This study discusses the effectiveness of digital administrative business licensing services using the OSS-RBA system, but OSS-RBA still has several problems complained about by the public related to service matters, lack of system integration, regulatory complexity, limited digital infrastructure, lack of user awareness and skills, frequent server maintenance, therefore, there needs to be a collaborative effort between the government, entrepreneurs, and related stakeholders to overcome these obstacles and ensure that the implementation of OSS can run effectively and provide benefits for ease of doing business and investment in Indonesia. This study uses a qualitative research method, combining primary and secondary data sources. Data is obtained through collection techniques such as interviews, observations, and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and drawing conclusions. The results of research conducted by researchers regarding Licensing Services through the OSS-RBA System in the City of Surabaya are considered quite effective. However, the accuracy of licensing targets is not optimal. The socialization program from the Surabaya City Investment and One-Stop Integrated Service Office for OSS-RBA has also not reached the maximum standard. The main obstacles include the lack of public understanding of this system as well as internet stability issues and disruptions to the OSS-RBA page. The Surabaya City Government is taking steps such as monitoring, evaluation, improving HR competency, and collaboration to improve licensing services and increase socialization through publication media.
