Abstract

Pelayanan kesehatan hanyalah salah satu dari sekian banyak jenis pelayanan publik. Sebuah inovasi pelayanan kesehatan melalui e-Government dibentuk untuk meningkatkan pelayanan kesehatan kepada masyarakat. Karena terbatasnya jam buka klinik, apalagi setelah datang ke puskesmas maupun rumah sakit mereka harus mengantri panjang. Penelitian ini membahas mengenai optimalisasi e-health surabaya sebagai upaya peningkatan layanan bagi penduduk Kota Surabaya. Dengan tujuan penelitian yaitu untuk mendeskripsikan optimalisasi e-health surabaya sebagai upaya peningkatan layanan bagi penduduk Kota Surabaya. Menggunakan metode kualitatif deskriptif dengan 3 teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Hasil penelitian mengenai optimalisasi e-health surabaya sebagai upaya peningkatan layanan bagi penduduk Kota Surabaya terdapat tiga indikator keberhasilan optimalisasi dengan dukungan (support), kapasitas (capacity) dan nilai (value). Dari beberapa indikator diatas, dapat dikatakan bahwa terdapat indikator yang sudah tercapai dengan baik dan optimal. Sementara pada indikator dukungan masih kurang terkait penyebaran informasi yang belum merata. Dengan kata lain, masih diperlukan sosialisasi lanjutan kepada masyarakat dari pihak Dinas Kesehatan Kota Surabaya.
