Abstract

A merit system is an effort in management or governance that requires meeting the demands of quality workers and providing a supportive work environment through inclusiveness. Every citizen has the right to work and a dignified living, including people with disabilities. To implement the right to work for people with disabilities, policies require decision-making efforts from the government to play a major role in encouraging the initiatives and policies that have been regulated. The objectives of this research are: (1) To find out the recruitment management of State Civil Apparatus in realizing equality for disabilities in the Surabaya City Government, (2) to find out the suitability of the Special Formation for Persons with Disabilities in 2023 CASN Recruitment in Surabaya with the Regulation of the Minister for Empowerment of State Apparatus and Bureaucratic Reform Number 14 of 2023. The results of this research provide the fact that the recruitment management for state civil servants that has been carried out by the Surabaya city government, especially for disability formations, is in accordance with applicable regulations. However, after the admissions process began, it was revealed that there was no match between the opening of vacancies for disabilities and the absence of disabled applicants. This discrepancy is due to one factor, namely the lack of information or understanding about the opportunities available for people with disabilities to register as CASN. The conclusion obtained is that the Surabaya City Government has confirmed its commitment to implementing CASN recruitment management with special formations for people with disabilities in accordance with applicable regulations, however there are obstacles that need to be taken into account, namely the absence of applicants registering from among people with disabilities in 2023. This is a problem. attention, especially considering that the facilities are adequate and there is no discrimination in the work environment in the Surabaya City Government.
