Abstract

This study aims to describe and analyse the evaluation of Wira-Wiri Suroboyo public transport policy as an effort to accelerate the development of technology-based public transport in Surabaya City, East Java and to describe and analyse the impact of Wira-Wiri Suroboyo public transport policy as an effort to accelerate the development of technology-based public transport in Surabaya City, East Java. The above objectives are based on 6 (six) Policy Evaluation Criteria according to William N Dunn (1998). The six policy evaluation criteria according to William N Dunn (1998) are: Effectiveness, Efficiency, Adequacy, Responsiveness, Equity, Accuracy. This research uses a qualitative research approach. This research was obtained from primary and secondary data sources. The data sources were obtained from data collection techniques in the form of observation, interviews, and documentation. The data will then be analysed into data presentation, data reduction, and conclusion drawing. The findings of this study indicate that the evaluation of the wirawiri suroboyo transport policy as an effort to accelerate the development of technology-based public transport in Surabaya City, East Java has gone well as evidenced by the efficiency indicator already using technology such as social media for promotion and socialisation, already using sophisticated infrastructure such as automatic doors and non-cash payment systems. The responsiveness indicator is in accordance with the realisation, namely always carrying out routine maintenance on each fleet to maintain the quality and quality of the facilities in the fleet cabin. And the accuracy indicator is in accordance with the realisation that is always guided by laws and regulations so as to provide a sense of security and comfort in traffic safety on the streets of Surabaya City. However, in its implementation there are still obstacles to the unevenness of the routes travelled throughout the Surabaya City area, East Java.
