Abstract

This research approach is descriptive qualitative. The data in this study were obtained from interviews, documentation and field observations, while the analysis techniques were carried out through the process of data collection, data presentation, and conclusion drawing. The results of this study show that (1) Communication, Disdukcapil Berau has well communicated the transformation of public services in the field of population administration from manual to digital through the Si Penyu Beramal android-based application by conducting direct socialisation through events held by the Berau district government, socialised by installing information banners about Si Penyu Beramal at strategic points in each sub-district, and socialised on all social media owned by Disdukcapil Berau. (2) Resources, Disdukcapil Berau provides infrastructure to support digital-based services by replacing information technology equipment with the latest specs that will support services and also provide wifi that can be accessed by the public to minimise network disruptions. Disdukcapil Berau also prepares the quality of apparatus resources with various trainings that will improve the ability of the apparatus. (3) Disposition, Berau Disdukcapil through its bureaucratic apparatus strongly supports the succession of digital-based services with a commitment to always direct the public to make submissions through the application. They carry out their duties and functions in accordance with standard operational service procedures that have been made previously with concrete actions in the field. (4) The bureaucratic structure of Disdukcapil Berau has a clear standard operating procedure in running services through the Si Penyu Beramal application. The standard operating procedures that have been made are understood by all bureaucrats to be used as a basis and guideline in providing services to the community. (5) Inhibiting Factors, the availability of an insufficient internet network and an internet network that is directly integrated into the Berau Disdukcapil operator database currently only reaches the central residential areas in Berau Regency. In addition, there are still some people who are technology illiterate.
