Abstract
In order to develop good governance, this can be done by increasing creativity and innovation in government (Permadi, 2018). Regarding innovation in government, it has also been regulated in Government Regulation Number 38 of 2017. One of the innovations issued by the Surabaya City government in realizing good governance is by providing online population services, namely E-Klampid. E-Klampid is a digital service issued by the Surabaya city government to make it easier for people to take care of population administration such as birth, moving, arrival and death. E-klampid is the answer to public complaints regarding long and crowded queues every day, considering that the birth rate in Surabaya can currently be said to be quite high. The aim of this research is to describe the implementation of good governance in birth certificate services in the city of Surabaya. The focus of this research is in accordance with the 7 principles of good governance according to (Buyung, 2010), namely: Professionalism, Accountability, Transparency, Excellent Service, Democracy and Participation, Efficiency and Effectiveness, and Rule of Law. The research method used in the research is a descriptive qualitative method where researchers conduct interviews, data collection and documentation. The research results show that Professionalism, Accountability, Transparency, Excellent Service, Democracy and Participation, Efficiency and Effectiveness, and the Rule of Law are in accordance with those implemented. The implementation of good governance principles in the Surabaya City Population and Civil Registration Service has been included in the good category. Officers have taken positive steps to improve service quality, but continuous efforts are still needed to ensure better service efficiency and effectiveness.
