Abstract
This research is a qualitative study which aims to analyze deviations between the budget set and the realization in the 2018, 2019 and 2020 Indonesian Red Cross (PI) Surabaya budget. This research used 1 (one) person as an informant who was the head of the administration of the Indonesian Red Cross (PMI) Surabaya. Data collection methods use observation, interview and documentation techniques. Research data analysis is descriptive. The results of this research show that the variance analysis in the Surabaya Indonesian Red Cross (PMI) budget experienced favorable and unfavorable deviations. Deviations that occurred in the budget of the Indonesian Red Cross (PMI) Surabaya in 2018 experienced favorable deviations, while in 2019 and 2020 there were unfavorable deviations. In the Indonesian Red Cross (PMI) Surabaya budget in 2018 there was a surplus, while in 2019 and 2020 there was a deficit. So that budget deviations do not occur, it is necessary to coordinate and cooperate with all stakeholders involved in budget management by providing technical guidance and monitoring the budget with the aim that deviations can be avoided.
