Abstract

In organizing and implementing construction work, various problems often arise which result in delays in activities in the project. The construction of the Integrated Central Building for the Sidoarjo Regional General Hospital is planned to have 7 floors. The project location is in the middle of the Sidoarjo regional general hospital complex area so it has narrow and limited access, this has triggered delays in construction work. Project delays are a period of time when work is not carried out in accordance with the initial work plan, resulting in a number of other works being hampered to the point that they cannot be completed according to the initial schedule that has been prepared. If the service provider or contractor is late, sanctions can be given in the form of fines in accordance with the agreement, and vice versa. This research uses the HOR (House of Risk) Method, this method is relatively new and can be used to identify and analyze risks and causes as well as how to minimize the factors that cause delays to become alternative preventive measures (risk mitigation). After conducting research, it was found that 4 events had risks and 8 events were causes of risk. From the evaluation results, the risk agent that plays the most role is that the project land is located in an active and limited location. Then the mitigation action that is considered the most appropriate and easy to use is re-scheduling.
