Abstract
Bojongsari Subdistrict, Depok, West Java is designated as a Neon Tetra Ornamental Fish Center Area. This study aims to provide empirical evidence in determining the formulation of the "Blue Economy Concept Implementation Strategy in the Neon Tetra Ornamental Fish Farming Group in Bojongsari District, Depok, West Java". The method used by Phenomological Research with a SWOT analysis approach to find out strengths, weaknesses, opportunities and challenges is then continued with the AHP model to select priorities. Informants, namely 1) the Agricultural and Fisheries Food Security Service (DKP3). 2) Researchers of the National Innovation Research Center (BRIN). 3) Government Officials (Sub-district and Sub-district head in Bojongsari District). 4) Ornamental Fish Farming Group (POKDAKAN). 5) Community Participation (Chairman of RW and Chairman of RT). The results of the SWOT analysis in quadrant 1 which means that the company is in a fairly aggressive growth position, that the strengths and weaknesses on the (X) axis with a value of (+) 1.74 while the odds and threats are on the (Y) axis with a value of (+) 2.20. Whereas based on AHP Model are the priority factor in the strategy for implementing the blue economy is first place on Capital with a score of 0.390. The second order is Human Resources which received a score of 0.319, followed by Competition Structure, which received a score of 0.158, and Market Conditions, which received a score of 0.132 as the last order. Meanwhile, the most important actor in implementing the Blue Economy is the Marketing Department with a weight of 0.338. The second most important actor is the Chairperson of the POKDAKAN with a weight of 0.275. The third most important actor is the Board of Trustees (DKP3) with a weight of 0.264, and the actor with the lowest weight is all members with a weight of 0.147. From the results of this study, it shows that national policies strengthened by local policies based on natural identification require the support of related agencies, human resources further improve training on a regular basis, technology that must be considered in collaboration with the private sector.
