Abstract

The quality of public services in the city of Surabaya is getting better. The city government continues to strive to improve services to the community, especially in population administration services. In 2021, the Surabaya city government inaugurated a new program, especially in public services, namely the Population Administration Awareness Environmental Area (Kalimasada) program to improve service quality to make it more effective and efficient. This study discusses the implementation program of the Population Administration Awareness Environment Area (Kalimasada) in the Tegalsari District, Surabaya City). The purpose of this study was to determine the implementation of the Population Administration Awareness Area (Kalimasada) program and to find out the supporting and inhibiting factors in the implementation of the Kalimasada service program in the Tegalsari District, Surabaya City. The theory in this study uses the theory of the Van Meter and Van Horn implementation models. The method used is descriptive qualitative method with the approach of observation, interviews and interviews. The results of this study are that the implementation of the Population Administration Conscious Environment Area (Kalimasada) program has been going well, this is reinforced by the success factors of the implementation of the Van Meter and Van Horn models which include size and objectives, resources, characteristics of implementing agents, attitudes and tendencies executors, communication between organizations and executors of activities, and environmental, economic, social, and political.
