Abstract

The development of information and communication technology has changed the conventional service system in government institutions into an electronicbased service system, in line with Presidential Instruction No. 3 of 2003 concerning policies and strategies for developing E-Government. In the health service sector, there are e-health services. According to Pagliari (2005), eHealth is the use of information networks, especially the internet, from telecommunications technology to improve the quality of health services. The e-Health service is useful in providing health information, including drug prescriptions and information about various types of diseases. In this context, e-Health is very useful for people to access health services using electronic devices. This e-Health service provides convenience in taking queue numbers online for 63 Puskesmas and 2 Regional General Hospitals (RSUD) that have been selected and collaborates with the Surabaya City Government to provide e-Health services at their service facilities. There are 63 Community Health Centers spread across various areas in Surabaya, including Central Surabaya, West Surabaya, East Surabaya, North Surabaya and South Surabaya. The eHealth service at the Pucangsewu Health Center can be classified as a Sustainable Innovation because even though it brings changes, it is still based on existing service conditions and systems or pre-existing products, such as patient registration and referrals.
