Abstract

Population administration is a series or arrangement related to important documents concerning population identity which are handled by the Population Service. the management of population administration seems very complex in every process in improving population administration services that are effective and efficient, so an innovation is carried out regarding the management of population administration where the doctrine related to population administration is a long and convoluted service which ultimately seems ineffective and efficient and makes people are reluctant to carry out orderly population administration. With the existence of a new policy breakthrough, namely E-KLAMPID which is a government program in handling population administration digitally and providing an effectiveness and efficiency in the management process, the existence of a new policy provides new hope to be able to solve previous problems. The purpose of this study is to determine the success of the E-KLAMPID program in increasing awareness of population administration in the city of Surabaya. In this study using a qualitative descriptive method that is using primary data sources and secondary data. Data collection techniques in this study used observation, interviews and documentation. while the theory used in this study is William Dunn's theory regarding policy evaluation which includes six indicators, namely effectiveness, efficiency, adequacy, accuracy, alignment and responsiveness. The results of the study show that the E-KLAMPID program can be said to be good because five out of six indicators have been exceeded but there is one indicator that is still sufficient due to uneven socialization among millennials regarding managing population administration and the importance of orderly population administration. Therefore, training on the importance of administration can be socialized continuously in the high school environment.
