Abstract

Regional Drinking Water Company (PDAM) is one of the regional business sectors concerned with the distribution of clean water to the community. In the activities of distributing clean water to the public or customers, it was found that there were customers distributing water illegally. Illegal distribution of water is one of the violations committed by customers who are fraudulent and want to use water for free without installing and registering with existing regional drinking water companies. With the problems that occur in PDAM Surya Sembada Surabaya City, the Mayor of Surabaya helps the company to deal with problems that occur by establishing a Perwali Surabaya policy No. 29 of 2011. In this study using indicators of success in measuring implementation contained in Ripley and Franklin's theory which consists of Compliance Perspective, Smooth Success Perspective, Implementation Satisfaction Perspective The results of this study indicate that the implementation of Perwali Surabaya Number 29 of 2011 has been successfully implemented in assisting companies in dealing with customers. In the Compliance Perspective the number of customers who commit violations has decreased every year. In Perspective of Smoothness The success of the obstacles that occur in handling customers during the application of Perwali Surabaya Number 29 of 2011 has been handled properly by officers. In the Perspective of Implementation Satisfaction with Perwali Surabaya Number 29 of 2011 it brings many benefits to the company, one of which is the reduced number of customers who commit violations and losses experienced by the company. The conclusion of this study, the implementation of Perwali Surabaya Number 29 of 2011 has been successfully applied in assisting companies in handling customers from year to year so that the number of customers and the amount of loss of water loss to the company also decreases with the implementation of policies that have been made and issued by the Mayor of Surabaya . Suggestions from this study, it is hoped that the customer control section can provide socialization to the whole community so that they better understand the contents of Perwali Surabaya Number 29 of 2011 and make customers who initially did not know become aware of Perwali Surabaya Number 29 of 2011.
