Abstract

Street vendors are an activity in the informal sector that uses and utilizes public facilities and locations that are not recommended or not allowed for places to sell, such as sidewalks, roadsides, pedestrians and storefronts. The process of arranging street vendors is often motivated by the large number of street vendors who sell inappropriately which in turn can cause congestion and a lack of order, including at Bungkul Park, Surabaya City. The aims of this study were: (1) To find out the analysis of the street vendor management program at Bungkul Park, Surabaya City, (2) To know the external and internal environment of the street vendors at Bungkul Park, Surabaya, (3) To know the terms and policies given by the government to Street Vendors in Bungkul Park, Surabaya City to be implemented, (4) Knowing the implementation of the arrangement of Street Vendors in Bungkul Park, Surabaya City in creating order and reducing congestion. The results of this study provide the fact that through the implementation of policies that have been set by the Surabaya City Government, the process of arranging street vendors in Taman Bungkul has been going well, although it has not yet achieved optimal results overall. The conclusion obtained in this study is that the street vendor arrangement program that has been implemented by the Surabaya City Government can create order and reduce congestion.
