Abstract

Kurma program provides capital injection from five million rupiahs to fifty million rupiahs for independent women's business groups based on the RT of Sidoarjo through administrative and technical assessments. Kurma programs have already been received by the Mawar business group with an amount of 5,620,000 (five million six hundred and twenty thousand rupiahs). Despite the fact that Kurma program has been received by the Mawar business group, they have not shown significant business development as a result of the Program. To determine the program effectiveness can be seen by using five indicators of program effectiveness, such as; a) Program Understanding, b) accuracy of the target, c) timeliness, d) goals, and e) changes. This study aimed to discover the effectiveness and business development strategies in framework of the business development for Mawar business group using a descriptive qualitative analysis method that aims to explain the problem carefully. Data collection was performed by interviewing reliable informants to provide clear information about the implementation of the Kurma program. In addition to collecting interview data, observation and documentation were also used. The results of this study indicate that the Kurma program has been running effectively for the Mawar business group, yet still, a level of awareness is needed for members of the Mawar business group to develop a large-scale business.
