Abstract

Public services provided by the government require an innovation that aims to provide a better quality of service than before. The Mini Mall of Public Services Program (MMPP) is the result of the Ministry of State Apparatus Empowerment and Bureaucratic Reform Policy Number 30 of 2014 regarding public service innovation in Sidoarjo Regency. The purpose of conducting an evaluation of the Public Service Mini Mall program is to determine the success of the program. The research method used is descriptive qualitative. The theory used is the theory of policy evaluation according to William n Dunn. The results showed that the Public Service Mini Mall program was not effective enough but in its implementation it was efficient because the officers were friendly, and told the flow of services. In the adequacy indicator, this program is considered sufficient for the community because it facilitates service. However, on the indicator of equity, it is felt that it has not been evenly distributed in socializing the MMPP program to the Sukodono community so that there are still Sukodono people who do not know about the existence of the Mini Public Service Mall. In the accuracy indicator, there are service operating hours that are not in accordance with the schedule and some are not even operational. This shows that the MMPP program has not been maximized in providing the services provided because it is not effective enough and the socialization is uneven. The author suggests that there needs to be coordination between the Sidoarjo Regency Government and Sukodono District to overcome some of the problems that occur in the Mini Public Service Mall.
