Abstract
The Surabaya City Employment Service (Disnaker) informed them that the skills possessed by university graduates in Surabaya City were still low. So that many jobs are opened but cannot be absorbed because they do not have the experience skills needed by companies that open job vacancies. Another problem encountered in the field is the responsiveness and informativeness of the Manpower Office's HR (employees) in providing services to the public who are looking for workforce information including job vacancies, skills programs and others. The type of research used in this research is quantitative research with the research method used is a survey. This research was conducted at the Surabaya Manpower Office. Sampling in this study was carried out using a non-random sampling method, namely accidental sampling, and the number of samples used in this study was determined using the Slovin formula. Data collection techniques to be used in this study using a questionnaire. The results of the classical assumption test in this study showed that the data were normally distributed, free of multicollinearity, and free of heteroscedasticity so that multiple linear regression analysis tests could be carried out. Partial t test results show a sig value > 0.05, meaning that partially the principles of good governance which consist of nine principles namely Participation, Rule Of Law, Accuntability, Responsiveness, Transparency, Equality, Strategic Vision, Effectiveness & Efficiency and Consensus Orientation have an effect significant to consumer satisfaction, while the results of the F test show a sig value of 0.000 which indicates that the sig value <0.05, so that simultaneously the principles of good governance affect the performance of Surabaya Manpower Office employees. The results of multiple linear regression analysis show that the quality of good governance principles has a positive effect and is proportional to employee performance. The test results of the determinant coefficient show that the influence of good governance principles has an effect on the performance of Surabaya Manpower Office employees, namely 47.2%. The conclusion obtained in this study is that the application of good governance principles as a whole does not have a significant effect on employee performance, although not significant, the effect of good governance principles on employee performance is 47.2% and the effect is proportional to employee performance so that if the quality of service provided improved, then community satisfaction will also increase and the administrative process will be better.
