Abstract

Park and Ride itself is an activity of parking in a private vehicle and then continuing the journey using mass public transportation. In addition to diverting park and ride to changing modes of transportation from private vehicles to public transportation, the implementation of park and ride aims to create parking spaces that can answer various traffic problems in the city of Surabaya, especially at the Joyoboyo Intermodal terminal, such as indiscriminate parking, congestion, and parking procurement. illegal. The Park and Ride service offered by the Surabaya City Government is a way to change vehicle parking from on street parking to off street parking. Its presence is expected to reduce the number of motorists who park their vehicles on the sidewalk. However, the implementation of this plan is considered not optimal due to lack of public awareness and lack of communication and information between the Surabaya City government through the Surabaya City Transportation Service and the community to make the Park and Ride parking successful. In this study, researchers used qualitative methods with a descriptive approach, namely by observing and interviewing. The results of the study can be concluded that the policy implementation of park and ride parking at the Joyoboyo Intermodal Terminal is quite good. Even though it is not optimal because there are still obstacles, namely the lack of socialization regarding parking at the Joyoboyo Intermodal Park and Ride Terminal so that it can be enjoyed by the community so that it can reduce illegal parking and provide order and smooth traffic in the city of Surabaya Keywords: policy implementation, parking, park and ride
