Abstract

Public service innovation is a must for the government in an effort to improve services according to developments in information technology. One of the government agencies providing public services, namely the Baratajaya Sub-District, Surabaya city, is implementing the new generation Klampid innovation in supporting the improvement of population administration services. The purpose of this research is to describe and analyze the new generation of Klampid innovation as an embodiment of excellent service to the community, a case study in the child identity card program in the Baratajaya sub-district, Surabaya city. The research method used is qualitative research with interview, observation and documentation techniques. The theory used by researchers is the Harvard school of government with three indicators, namely support, capacity and values. The results of this study indicate that the indicators of support in the Baratajaya sub-district in achieving excellent service have not been fully optimal due to a lack of socialization regarding the importance of a child's identity card. In that the Capacity / Capability indicators related to human resources from employees in the operation of the new generation Klampid are already going well, however, the community's human resources are still minimal in using KNG. As for values, even though the new generation of Klampid innovation has been implemented and facilitates service, there are still obstacles that hinder its implementation, especially in applying for a child's identity card where there is still a lack of submissions using the new generation Klampid. In conclusion, the presence of the Klampid New Generation innovation certainly has an impact on improving population administration services. However, even though it has provided convenience for the community, the excellent service process in the Baratajaya sub-district has not been fully optimal because there are still obstacles such as: Special socialization to the community about the importance of Child Identity Cards has never been carried out in the Baratajaya sub-district but has been informed through every RW, p. This causes a lack of public awareness of the importance of a chil d's identity card. In addition, the ability of employees to operate the new generation of Klampid is sufficient, but the ability of the community itself is still minimal so that many submissions for making files go through the kelurahan.
