Abstract

The government is required to be able to serve well in providing public services, so that the Government's efforts to improve its services to be better, namely in the Baratajaya Village, Surabaya City, run the Klampid program which has been felt by the community which can facilitate the management of the Adminduk in making Birth Certificates. The purpose of this research was to analyze E-Government in Improving Population Administration Services for Making Birth Certificates in the Baratajaya Village, Surabaya City (Klampid Innovation Case Study). The research method used is qualitative research with observation techniques, interviews, and documentation. Meanwhile, the theory used by researchers is the result of research from the Harvard School of Government according to Indrajit (2016) which has 3 elements of success, namely support, value, capacity. The results of this study indicate that the services provided in the Baratajaya Village are optimal when viewed from the three elements support, value, capacity. It's just that there are still obstacles faced in implementing Klampid's innovation, namely the lack of outreach to the community so that there are still people who visit the Baratajaya Village Office in the process of making birth certificates for residents who do not understand technology. The conclusion with the presence of E-government in this Klampid can provide very influential benefits in improving population administration services to be effective and efficient because Klampid provides easy and fast services in obtaining Birth Certificates which can be done anywhere and anytime via a smartphone.
