Abstract

The government needs to utilize the latest technology to improve public services. One example is the use of online civil administration services, such as the Kios e-PAK LADI. Despite this innovation, there are still issues such as limited programs, reliance on a single operator, lack of information, and queue congestion. Program socialization and monitoring are needed for improvement. This study focuses on the effectiveness of online-based civil administration services in the Pandaan Subdistrict, Pasuruan Regency. The research method used in this study is qualitative descriptive method, where the researcher aims to describe and explain the events or phenomena that have occurred in the field, and also the written and oral words as well as observed behaviors related to the Effectiveness of Online-Based Civil Administration Services in the Pandaan Sub-district, Pasuruan Regency systematically and based on the existing facts in the field. The data sources used by the researcher are primary data obtained through interviews with village officials in Pandaan, Petungasri, and Jogosari villages, as well as residents who have processed their population documents through the Kios e-PAK LADI, and secondary data from laws and regulations, standard operating procedures (SOP), Central Bureau of Statistics (BPS), and previous research. In this study, the researcher employed data collection techniques such as observation, interviews, and documentation. In terms of data analysis, the researcher used data reduction techniques, followed by data presentation, and finally drew conclusions. Based on the field research, the onlinebased civil administration services in the Pandaan Sub-district, Pasuruan Regency cannot be considered effective based on four indicators of effectiveness, namely Program Target Accuracy, Program Socialization, Program Objectives, and Program Monitoring. The research findings indicate that the indicators of program target accuracy, program objectives, and program monitoring are appropriate and fulfilled. However, the program socialization is not yet effective because there hasn't been widespread socialization to the public regarding the Kios e-PAK LADI program. This is due to the lack of direct face-to-face socialization with the community regarding the online-based civil administration service program. Many people become aware of this service through word of mouth or when they directly process their civil administration documents at the local village office. Therefore, this hampers the effectiveness of the ongoing program. Recommendations that can be given include conducting direct socialization to the community about the Kios e-PAK LADI program in the Pandaan Sub-district and relevant villages to facilitate the processing of population documents; distributing brochures about online civil administration services through the Kios e-PAK LADI in the villages and sub-district offices; and considering increasing the number of operators of the Kios e-PAK LADI to ensure efficient service when there is an increase in document processing demands.
