Abstract

Public services are all activities in the framework of fulfilling basic needs in accordance with the basic rights of every citizen and resident over goods, services and administrative services provided by service providers relating to the public interest. Communities as customers have needs and expectations for the performance of professional public service providers. The task of the Central Government and Regional Governments is to provide public services that are able to satisfy the public. Ethics in carrying out organizational activities is very important in every life, both in community life and in government circles. Ethics is often described as a reference in acting towards society. The purpose of this study is to identify and analyze the ethics of administrative service employees in the Office of Population and Civil Registration of the City of Surabaya. In this study, researchers used ethical theory by Mertins Jr. in Maani (2010). There are four factors that support the implementation of ethics in the field services at the Surabaya City Population and Civil Registration Service are equality (equality), equity (fairness), loyalty (loyalty), and responsibility (responsibility). The results of this study provide the fact that administrative service ethics at the Surabaya City Population and Civil Registration Service can be implemented properly, where from the theory used for all employees can apply it well even though it is not optimal, this will continue to be evaluated by the Population and Civil Registry Office. Surabaya City Civil Registry. The conclusion of this study is that in terms of the implementation of equal rights it is applied sufficiently, in terms of justice it can be implemented well, in terms of loyalty it can be implemented well, and in terms of responsibility it is implemented well even though it is not optimal.
