Abstract

SAKERA MESEM (One Door Population Administration for Prosperous and Happy People) is a program in the field of governance whose background is the importance of having population documents and a sense of empathy for the people of Sampang Regency to take care of population documents. The community must go to the Dispendukcapil Office which is in the city of Sampang with the farthest distance of more than 50 kilometers. The purpose of this study is to identify and analyze the excellent services for making birth certificates through the Sakera Mesem program and community satisfaction in Sampang Regency. The results of this study indicate that the Sakera Mesem Dispendukcapil Dispendukcapil program in Sampang Regency provides excellent service for births, but there are several service concepts that need to be improved. The concept of excellent service is still not perfect, but with this program, people can get excellent service. The services provided are in accordance with service standards so as to produce community satisfaction. The conclusion obtained in this study is that the sakera mesem program at the Population and Civil Registry Office has provided the best and maximum excellent service to the people in Sampang district, in accordance with the theory and concept of excellent service. At the Sampang Regency Dispendukcapil office, excellent service is assessed based on six indicators: ability, attitude, appearance, attention, action, and responsibility. Taking into account the level of community satisfaction found from the interviews, it can be concluded that the Sampang Regency Dispendukcapil office has met excellent service standards.
