Abstract

Relaxation and credit restructuring for MSMEs through the Kurda Sayang program (People's Business Credit for the brilliant Sidoarjo area). The Kurda Sayang program can be accessed only through the official bank of the Sidoarjo Regency Government, namely BPR Delta Artha. The Law that regulates the Kurda Sayang program is Sidoarjo Regent Regulation Number 95 of 2020 concerning Guidelines for Managing Regional People's Business Credit in Sidoarjo Regency. The purpose of this program is to evaluate this government credit assistance program. While this program was running, several problems arose, such as the distribution of the program that was not evenly distributed and the nominal amount submitted was not in accordance with what was received. Given these problems, it is necessary to evaluate with the evaluation theory by William N Dunn which has 6 indicators namely effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. The results of this study are that the effectiveness indicators of this program have not been effective enough because the delivery of the socialization has not been maximized due to a lack of cooperation between the community and those who were given invitations, on the efficient indicators this program is quite efficient because the program submission process is in accordance with Sidoarjo Regent Regulation Number 95 In 2020 Article 8 namely, credit processing by PT.BPR Delta Artha is a maximum of 7 days, then on the indicator of the adequacy of this program it is considered sufficient because the implementation of this program has been running according to the target, regulations, the responsiveness indicator of this program has been assessed as good because BPR employees respond well to complaints submitted by the public, the last is an indicator of the accuracy of this program which is considered to be on target and in accordance with the benefits and objectives of the program.
